| 内容記述 | Our collaborative research, titled “Comprehensive Study on the Structural Change of Educational Administration and Management System: Toward the Realization of Education through the Collec tive Effort of Society” (JSPS Grant-in-Aid for Scientific Research (B): 20H01626) was conducted from 2020 to 2025. It aimed to clarify how the structure of educational administration and manage ment systems is transforming by analyzing policy formulation and implementation processes, the realities of school management, the principles and history of school education, and the personnel development systems in the education and welfare fields--all in response to today’s demand for “Realizing Education through the Collective Effort of Society.” This paper aims to reexamine the research questions of this collaborative study. It focuses on the term “Education through the Collective Effort of Society,” which was frequently used in policy docu ments at the start of the research and is also employed in the subtitle of this collaborative study. By organizing some of the findings from the analysis of the policy formation and implementation process, it seeks to present how the structure of the educational administration and management system, particularly the internal organization and external relationships within schools, is transform ing and what research questions exist within this transformation. First, in Section 1, we examined how policies centered on the keyword “Realizing Education through the Collective Effort of Society” were developed, leading to the three reports submitted by the Central Council for Education in De cember 2015. In Section 2, we analyzed the subsequent policy developments and the policy context questioning the relationship between schools and families/local communities. As a result, the policy context was organized as follows. This term began being used in the early 2000s to signify a society-wide effort to revitalize education. Subsequently, the emphasis on “revital ization” diminished, and it came to be used in the context of gaining cooperation from many people or seeking collaboration not only from those directly involved in the issue but also from stakeholders in other fields. This term was frequently used during deliberations for the Central Council for Educa tion’s 2015 reports, which reflected both a trend of incorporating local community input into schools and a trend toward social education. The realization of education through the collective effort of so ciety was justified for schools by the increasing complexity and diversity of challenges related to stu dent guidance and special needs education, which schools and teachers alone could not adequately resolve, and by the focus on “curricula open to society.” Even at this stage, schools were expected to fulfill many roles in relation to their communities. Subsequently, as workstyle reform in schools became an urgent issue and the outsourcing of tasks traditionally handled by schools and teachers progressed, even greater expectations were placed on schools as the core of the local community. The following research points were identified. As a result of the above, the “integrated promotion of community schools and local school collaborative activities” has become widespread, and various initiatives are being implemented, but the actual nature of the relationship between schools and the community has not been fully clarified. Furthermore, it has not been clarified how the various reforms currently underway in the field of social education will lead to “community development centered on schools.” Furthermore, it is necessary to closely monitor future trends and examine how the school management council system and the local school collaborative headquarters can become effective devices for schools and local communities. | |||||||||
