内容記述 The aim of this paper is to clarify the institutional characteristics for the home education support project carried out by the Home Education Support Team of MEXT, and to consider the issues in volved. Home education support is based on Article 10 (Home Education) and Article 13 (Mutual Coop eration and Collaboration between Schools, Families and Local Residents) of the Fundamental Law of Education involves the local community as it supports parents and other guardians who hold the primary responsibility for their children’s education. The aim is to detect child abuse and truancy at an early stage to prevent problems from becoming serious. In the process of establishing home-visit-type home education aid, support that should originally have been provided by specialists as a welfare measure is being provided instead by non-specialists in the form of educational support, a characteristic of the system. This research clarifies the institu tional characteristics and issues endemic to the program. The potential exists that the independence of home education may be undermined if support is provided by people in the local community based on their own values. A scheme whereby the national government produces educational materials while prefectures train supporters may undermine the “independence of home education”. MEXT has been trying to promote this project in various ways without considering the needs of those being supported. In order to spread the project, it is necessary to implement the project under the protocol and demonstrate its effectiveness as specified in the Children’s Charter. Although the project is sup ported by a subsidy system, the amount of the subsidy has decreased each year. The number of local governments currently implementing the project is uneven, so if the subsidies are further diminished or discontinued, the program continuance will be jeopardized.
