| 内容記述 | This research is an attempt to organize the methodology of normative policy analysis, acknowl edged as one of the approaches in policy analysis, and to investigate the notion that normative policy analysis as applicable in the analysis of higher education policy research. In the fields of ethics and political philosophy, academic discussions regarding the correlation between public policy and the norms or values of a society reveal how such insights can benefit the formulation of public policy as well as suggest specific successful methodologies. Considering the growing complexity of chang ing social values that may be addressed through policy, specifically in the context of Japan’s higher education policy as influenced by national strategies such as Science, Technology, and Innovation Basic Plan, this research seeks to explore the academic and practical insights that normative policy analysis might offer. Firstly, this paper will organize the aims and characteristics of normative policy analysis based on prior research. It will then outline the requirements of normative policy analysis from the points of view of: (i) the substance of values, (ii) the relativity of political constraints, and (iii) methods of pri oritization. Finally, the paper will present a discussion on how normative policy analysis may provide new perspectives for further higher education policy research. | |||||||||
