| 内容記述 | The purpose of this paper is to clarify how local governments implementing the Children’s Learn ing and Living Support Program under the Act of Support for the Independence of People in Need of Assistance responded to children and families during the Covid school closures. This study con ducted an exhaustive mail survey of 597 municipalities that implemented the Children’s Learning and Living Support Program. The findings are as follows: From February 27, 2020, when the request for nationwide school closures was made, until June, 2020, when 46.8% of Children’s Learning and Life Support Programs were suspended for the same period as public school closures, while 30.0% were suspended for a different period than public school closures, while 22.3% were not suspended at all (n=233). Ap proximately half of the local governments suspended Children’s Learning and Life Support Programs in accordance with the decision to close public schools. Furthermore, the decision to suspend or continue Children’s Learning and Life Support Programs was decided through a bottom-up process rather than in response to a top-down request, as in the case of public schools. In local governments where this service was secured in contractual form, deci sions were made by the main learning and support service department or welfare offices, in consulta tion with contracted service providers. In addition, when local governments provided support under the impact of the COVID-19 pan demic, they prioritized understanding each children’s situation. Even in situations in which staying at home was required, service providers prioritized understanding both the physical and mental states of the child and their households while maintaining communication with the child. This can be considered a characteristic feature of the Children’s Learning and Life Support Programs during the pandemic. However, significant difficulties occurred regarding the balancing of care for the child through the establishment of a trusting relationship with supporters, with infection-control measures combined with online communication. | |||||||||||||||||
