| 内容記述 | This paper examines the historical development of crime victim support in Japan over the past several decades, with particular emphasis on the expanding and diversifying roles of mental health professionals in this field. While crime victim support in Western nations such as the United States, the United Kingdom, and Germany began to advance rapidly from the 1960s onward--through the establishment of victim compensation schemes, legislative reforms, and community-based support systems--Japan’s initiatives were significantly delayed. Until the late 1970s, crime victims in Japan received almost no public assistance, and societal awareness of their needs remained low. The turning point came in 1981 with the enactment of the Crime Victim Benefit Act, the first nationwide public compensation system for victims. Although its coverage and financial scope were limited, the law marked a milestone in recognizing the state’s responsibility to support crime victims. From the 1990s to the early 2000s, a series of policy and institutional developments transformed the victim support landscape. These included the establishment of specialized victim consultation offices, nationwide surveys on victimization, the creation of police and prosecutorial units dedicated to victim support, and the provision of information on criminal proceedings to victims. The enactment of the Basic Act on Crime Victims in 2004 and the subsequent Basic Plans every five years significantly reframed victims as active stakeholders in the criminal justice process. The introduction of the Victim Participation System in 2008 further strengthened their procedural rights, enabling direct involvement in trials. In parallel, the professionalization and institutionalization of psychological services advanced considerably. The Certified Clinical Psychologist qualification was established in 1988, followed by the Licensed Psychologist (Kōnin Shinrishi) in 2017, enabling the integration of psychological expertise into formal victim support frameworks. The 1995 Great Hanshin-Awaji Earthquake and the Tokyo subway sarin attack served as watershed events, dramatically increasing public awareness of mental health needs in the aftermath of trauma. These incidents highlighted the necessity of early psychological intervention, crisis response, and proactive outreach, prompting a shift in psychologists’ activities from traditional office-based counseling to active engagement in disaster areas, schools, and courtrooms. Today, mental health professionals in Japan play multifaceted roles in crime victim support. Their contributions range from immediate crisis intervention, psychological first aid, and court accompaniment to advocacy, interagency coordination, trauma-focused psychotherapy, and policy development. They also participate in research to strengthen evidence-based practices. Nonetheless, persistent challenges remain: daily life support for victims is insufficient; outreach within judicial proceedings is limited; and clinical research focusing on bereaved victims, especially those affected by violent crime, is underdeveloped. The paper argues that comprehensive, continuous support for crime victims requires integrating psychological expertise across all stages of recovery--from the immediate aftermath of an incident through the long-term process of social reintegration. Achieving this goal will demand not only the expansion of evidence-based practices but also the strengthening of collaboration among governmental agencies, non-governmental organizations, and victim-led advocacy groups. Only by embedding mental health professionals into every phase of victim support, and by ensuring that services address both emotional and practical needs, can Japan move toward a fully inclusive, seamless, and sustainable victim support system. | |||||||||||||
