One is a 4-year course catering for senior high school leavers (age 18 with 12 year's schooling), and the other is a 6-month course open to adults with experience in industry. The former is intended to supply public vocational training institutions with competent instructors, and the latter to meet the needs of industry for instructors serving within undertakings. With this in mind, the author tried to trace the instructor training activities during the pre-war period, and identified two types of institutions. One is the Kanbu Kikaiko Yoseisho (Training Center for Leader Mechanics). This was established in 1940 by the prefectural authorities and catered for males above the age of 21 with job experience of not less than 5 years. The training was for 6 months part-time, and the trainees studied subjects necessary for job instruction and supervision. Another is the Kikaiko Yoseisho (Training Center for Mechanics) opened in 1938 by the central government. Here, youths between the age of 17 and 21 were admitted and no job experience was required. The training was full-time, and the duration was 12 months for craft skills training and further 6 months for 'advanced' course where instructional skills were taught. After scrutinizing the admission requirements and training syllabi, the author characterizes the former as the training for 'foreman-instructor' and the latter as 'professional' instructor. Apart from the period, breadth and depth of training, these two institutions bear a close resemblance to the two courses at the IVT. One of the major differences is that the latter qualifies the trainees as licenced instructors while in the former no official qualification was attached to the trainees after completion.
