 note = {Welfare has been discussed in the political arena of Korea from 2011. It was one of critical issues in the last presidential election, though no national consensus has emerged out of the debates. Being compared to other advanced industrial nations, Korea experienced so many changes in a short period of time, and because of this, each generation and each social group has its own opinion concerning welfare policies. After Asian monetary crisis, welfare policy became indispensable to Korean state and society. However, those who experienced the economic miracle of the developmental autocracy of the country tend to have no positive attitude towards the welfare state. this is the major obstacle against the developments of welfare state in Korea. This paper analyze the welfare policies that have been implemented by the governments in Korea from 1960s to today, in order to clarify the specific features of Korean welfare. In previous studies, the welfare reforms introduced by Kim Dae-jung government were well examined by many researchers. On the other hand, the policies of Park Chung-hee government have rarely been studied in depth. The paper pays special attention to the period and emphases the importance of the legacy of Park Chung-hee government to contemporary debates on welfare in Korea.},
