@article{oai:nagoya.repo.nii.ac.jp:00021805, author = {西山, 聖久 and 浅川, 晃広 and NISHIYAMA, Kiyohisa and ASAKAWA, Akihiro}, journal = {名古屋高等教育研究}, month = {Mar}, note = {本稿の目的は、深刻化する修学困難な留学生対応に関して、名古屋大学(本学)コミュニティへの問題提起を行う事である。現在、日本の大学ではより多くの留学生を獲得すべく様々な取り組みを実施している。一方、修学困難な留学生の増加が深刻な問題となっている。本学でもそうしたケースはむしろ増えている印象を受ける。このような状況を解決すべく、名古屋大学の留学生担当教員の有志はWG を結成し、そうした留学生の問題の解決に向けた活動を開始した。まず、WG メンバーの経験した事例を共有したところ、深刻化・長期化した修学困難な留学生の問題は、組織的な体制の未整備により、担当者の対応が行き詰まってしまったことが原因と考えられた。また、出入国管理及び難民認定法(入管法)を根拠とするならば、修学困難な留学生の問題を長期化させない組織的な努力が必要である事も指摘された。更に、WG メンバーにより実施された他大学の当該問題への対応に関するヒアリング調査結果を参照し今後の対応への提言を行う。提言の趣旨は、大学の組織的な管理の実施と、状況を四段階に分類した対応である。その具体例の一つとして、学業不振の問題を抱える学部留学生への対応策を示した。, This paper aims to outline problems within the support systems for international students who are experiencing difficulties with their studies or research activities. While Japanese universities have recently been striving to increase their intake of international students, they have also recognized that some of them experience problems in their studies or research activities. Although countermeasures have been geared towards this issue, more serious cases seem to be increasing. Voluntary members of international student advisors at Nagoya University have formed a working group to seek better solutions to the problem. The case examples shared by the members have led to something of a stalemate. They infer that the current lack of a systematic support system may be worsening and prolonging such problems. Proper understanding of the Immigration Control and Refugee Recognition Act indicates that universities may need systematic support for preventing such problems from increasing. We have suggested a possible future support system with respect to other universities that have been investigated by the working group.
