According to the report on school basics survey of Ministry of Education, the rate of employment of the technical high school graduates in March, 2015, is 66.3% and it is second higher level than other vocational schools (highest rate is for fisheries department, 66.6%). The author defines three categories, "technical knowledge", "technical skill", and "work preparation and planning" as elements for vocational ability. The author considers contents of the vocational and technical education of the department of mechanics. As the results of analyses, Terada's theory on "the lack of curriculum transition for vocational education and training in Japan" (2014) is applicable in the aspect of "work preparation and planning". In vocational and technical education, there are some problems for the improvement of the high school vocational school education. In this study, the author points out concerning some challenges of the development of the vocational ability in the case of the department of mechanics.
