 note = {This paper aims at describing the present condition and subject by making the vocational training facilities called "Polytechnic College" which the Ministry of Health, Labour and Welfare installs into the range. The "Development Subject" in the Application Course of Polytechnic College has the special feature of being not skill pouring type training that masters skill by repeated practice of the training subject which was the feature of the conventional vocational training but independent problem-solving type activity by a student's teamwork. The reason for taking such teaching methods is that it makes not manual skill but intellectual skill into a training subject. However, probably, as for Polytechnic College not granting a degree, the policy for which the Ministry of Health, Labour and Welfare is going to hold the framework of a vocational training system is also a cause. Moreover, there is a problem that inexpensive vocational training opportunities for youth was lost in the occupation field abandoned in order that Polytechnic College might avoid competition with a private sector.},
