The aim of this paper is to clarify how, during the war and then when facing the democratization of post-war Japan, he consistently maintain ed his pre-war educational philosophy, by considering the characteristics of his educational thought and its practice from the period during the war to the post-war reform. At first glance, Shimomura seems to have internalized contradictory attitudes in that, on the one hand, during the war, he participated in the wartime regime while stressing the importance of national ideals; but, on the other hand, he also displayed a.n attitude of resistance against the wartime regime, criticizing t he government and military while continuing to pursue his educational ideals. Yet for Shimomura, there was no contradiction. Though he did not directly participate in post-war education reforms, Shimomura maintained the educational thought and its practice that he had developed before the war and wrote of educational concepts that were rooted in the citizens of the local community while connecting these concepts to the promotion of social education.
