Crossovers and Development in Education and Research” (Nagoya University, 12th of March, 2016), shows the possibility of combination between Japanese Language Education and Japanese Law Education at Research and Education Center for Japanese Law, hereinafter referred to as “CJL”, of Nagoya University. The first CJL in Uzbekistan was established in 2005 and 10 years have already passed. Now, we should look back on CJL’s activities to confirm what the education at CJL consist of and how to make the education at CJL better. First, one of the features of CJL’s Japanese Language Education is Content and Language Integrated Learning, hereinafter referred to as “CLIL” in the legal education field. CLIL should emphasize the importance of High-Order Thinking Skills, for example, skill involving analysis, evaluation and synthesis (creation of new knowledge) than Low-Order Thinking Skills, for example, remember, understand and apply that was regarded as important at foreign language education system traditionally. Second, we must not forget that CJL’s activities are one of the “Education” assistance in the legal and Judicial development field. We have to consider what we should do for legal and judicial development in the developing countries. In this respect, this paper points out the usefulness of Law Related Education, hereinafter referred to as “LRE”, and nurturing Legal Literacy is necessary. In addition to this, nurturing Legal Literacy is highly related to cultivating OECD’s Key Competencies.
