This field has been forced to various changes along with the trend of universities and social situation. Recently, in the year of 2000, Ministry of Education, Culture, Sports, Science and Technology has issued the report about the improvement of student life at university, and emphasized on educational role in college counseling activities. Since then, college counseling activities are becoming diverse year by year. On the other hand, university and college management has been forced to downsize because of some social situations such as decreasing numbers of the birth rate in Japan. The college counseling is also required to manage with more cost-effectiveness. To respond or accommodate the various needs accurately and efficiently, it is necessary to improve the clinical assessment skill of the psychological staff in college counseling. However, not many articles have been published about assessment perspectives that shows the staff specifics of college counseling. In this paper, we tried to organize the feature of assessment in college counseling, and propose a diagram that associates with each assessment perspectives in reference to the concept of “The Community Empowerment Approach” Kubota (2009) suggested, which is the approach to support not only to the party (primary support), but to the people surrounding of the party (secondary support), and to the community the party belongs in (tertiary support). At first, we extracted the features of clinical assessment in college student as follows; 1) it is necessary to assess multi-faceted problems about the student life, not only pathologically, 2) it is necessary to assess the relationship of the student and their college environment : ex) how are students fits in the university , 3) it is necessary to assess how are problem students are facing is preventing the student life,4) it is necessary to assess from the educational point of view, such as student’s positive aspects or strength. Also we researched specific indexes and perspectives about these 4 assessment features. Second, we organized the 4 features of clinical assessment in college counseling. As a result, we divided the point of view of the assessment in two stages, “the risk-assessment” and “the resource -assessment”. “The risk assessment” includes the content and severity of student’s problems, and “the resource assessment” includes the positive aspects and supports for the students. The result also suggested that not many reports exist about the assessment related to the educational point of view such as student’s positive aspects or strength, while there are many reports related to the risk assessment.
