Aim of the program was to provide students basic concept of environmental disaster risk in a science education paradigm, and to gain better understanding in risk communication. The government of Japan bad been trying to prevent disaster by tecbnology, but paid little effort on disaster education program. The necessity for new education program in disaster prevention has been argued for decades, but not much effort had been paid to shift the basic ideology in disaster education. Lectures based on science text books tend to limit students' opportunity of learning essentials in disaster prevention, and their ability to imagine a disaster, as the nature of text books tend to concentrate on surface information. The new education program tried to pay more attention in disaster prevention and risk communication, allowing students to learn basic features in environment disaster prevention and risk perception. Although it had been argued that the level of imagination towards disaster is a vital factor in learning environmental disaster lisks (e.g., Motoyoshi, Takao & Ikeda, 2004), most of the education programs depend on textbooks, which limits students' opportunity to imagine disasters. In the new education program, students were asked to produce a hazard map of their city, to increase the level of imagination towards disaster by estimating the damage. Students then played a game to experience the difficulties of communicating risk related information.
