In China, Nongmin-gong people have been immigrating to cities since the mid-1990s. The number of immigrants has been increasing year after year. Currently it stands at approximately 121 million people. In Shanghai, the number of Nongmin-gong immigrant is approximately 4.67 million people, while the number of the second generation of Nongmin-gong stands at approximately 32 thousand people. The question that this raises is how to insure compulsory education for Nongmin-gong children, since it tests the ability of the Chinese government to fulfill the program of compulsory education for all children.
