 note = {With rapid development of automobile industry in China, the number of the End-of-life vehicles （ELVs）has been surging sharply. How to cope with such large number of ELVs is a very critical issue in environmental protection. In recent years, as an efficient waste management policy, the thought of Extended Producer Responsibility（EPR）is widely applied in various countries. However, there are still many shortcomings in China's legal system, and EPR is not fully established. Therefore, this paper firstly analyzes motorization trends and the present situation of the ELVs recycling in China, compares the legislation on recycling ELVs between Japan and China and tries to find an appropriate way for China to deal with the problem of ELVs.},
