It tries to make clear how such effects are dealt with in the literature and how they should be further studied. The examination of the literature on the learning of a second language (Part I) suggests that the lack of basic research has led to many theoretical mistakes. The author strongly suggests that basic study shold be carried out before any theoretical approaches on this field. The examination of the foregoing research on the learning of Japanese (Part II) leads to three conclusions (i) there are very few studies about the effects of mother tongue on the learning of Japanese; (ii) the studies on the learning of Japanese from the point of view of the learner are insufficient; (iii) the same insufficiency is also observed in the literature about the examination of the relationship of difference between the mother tongue and Japanese to the problems which likely occur in the learning of Japanese.
