The features of the policy for digital divide are (1) providing the information barrier-free environment to support whom with disabilities (2) to get rid of zero-broadband area in Japan based on the u-Japan national policy, (3) the execution of the inclusion policy for senior citizens and low-income households, (4) the significant role of the effort of local governments and communities.
