Utilizing data from a multifaceted research study, including interviews with city officials, concerned organizations and foreign residents themselves, we find that while foreign residents in the Nagoya area are generally satisfied with the services offered to them, additional improvements can be made in foreign resident service provision. In particular, we note a strong overlap in organization functions on the one hand, and a concentration of funds in governmentdesignated agencies on the other.
