In 1939, the Japan-Manchukuo tsudurikata envoy held a Japan-Manchukuo communication event sponsored by South Manchuria Railway Company, and with the cooperation of the newspaper office. Through newspapers, five boys and five girls in Japan were selected as \"Japan-Manchukuo tsudurikata envoy\", and after having made a tour in Manchukuo, they were made to write an essay report. Based on the success of 1939, in 1940, Japan-Manchukuo tsudurikata envoy were selected from Manchukuo, and toured Japan, and in 1942 Japan -Manchukuo tsudurikata envoy were selected and dispatched again from Japan to Manchukuo. “ Tsudurikata Manchu\" which summarized the records of the Tsudurikata works and activities of the tsudurikata envoy of 1939, and \"Tsudurikata Japan\" which summarized the one of 1940 were produced respectively. By comparing the tsudurikata works recorded in \"Tsudurikata Japan\" and \"Tsudurikata Manchu\", Japanese <Inland> children and Manchuria children (including those Japanese who are in Manchukuo) presented a discrepancy in the perception of Japan, Manchukuo as well as the Japan-Manchukuo relations. The envoy from Japan <Inland> regarded Manchukuo as completely dominated by Japan <Inland> and was considered as a new paradise where the Japanese immigrate. On the other hand, the envoy from Manchukuo was thinking to build a cooperative relationship on the premise that Manchukuo is in equal position with Japan. While being proud of the progressiveness of Manchukuo as well as showing it to Japan <Inland>, they were also incorporating Japan's advanced experience into the construction of Manchukuo, in order to develop Manchukuo, showing the ir strong willingness to build Manchukuo and the future by their own hands. Therefore, in Manchukuo, it was clear that the children who are different from those in Japan <Inland>, also known as the next generation of Manchu existed.
