In order to assure the mental satisfaction of the elderly in welfare institutions, a new tendency is to bring educational activities into the welfare institutions for the elderly. It is called “the combination of retirement homes and education.” So far, research about “the combination of retirement homes and education” is limited to public welfare institutions for the elderly. But as public welfare institutions cannot cover the needs for all the elderly who need them, community-based home care has been advocated as the main way for the elderly to spend their retirement life. Currently, the introduction of educational activities into community-based home care centers presents a new direction for the development of “the combination of retirement homes and education.” The purpose of this research is to analyze the new collaboration style of “the combination of retirement homes and education” at the community level at a welfare institution for the elderly. Analyzing the operation model of Z community-based home service center in M community in Ningbo, this research suggests the possibility for promoting “a combination of retirement homes and education” at community level welfare institutions. The results show the merits and problems of introducing a social enterprise as the third sector of a new operation model of “a combination of retirement homes and education” at a community level welfare institution. It also implies that educational and welfare functions for the elderly can be accessed at high-level community-based home care that include educational activities.
