Like any other friendly relationships, the relationship between Japan and Korea was maintained by resolving plethora of conflicts and issues arising during any diplomatic process. Moreover, during the Edo period (the 18th century in particular), it was an era of overcoming the diplomatic dependency on strength. This is why we should pay attention to the role of officials -arbiters called Saihanyaku which were sent to Wakan (Kr.Waegwan) from Tsushima domain as diplomats. Unlike the previous period, the most of Saihanyaku officials were chosen from cadres with no experience “in the field”. What made this possible was the existence of vast accumulation of records from the late 17th century. According to Osa Masanori (1968), Tsushima domain kept diplomatic correspondence with Korea from the late 17th century, motivated by the view that they could have their diplomacy no longer depend on strength alone. In such a way, in the 18th century, Saihanyaku were able to perform this mission in a new setting, referring to the accumulated records and documents. For Saihanyaku, the records served as weapons at the negotiating table. In a situation that power-dependent diplomacy was not an option, Saihanyaku tried to carry out Tsushima domain’s policy by choosing records and document interpretations which were favorable for Tsushima domain, while having an argument with Korean counterparts. Even when Tsushima domain’s arguments did lose their validity or were rejected, Saihanyaku tried to carry out Tsushima domain’s policy, working around Korean counterpart’s dissatisfaction without depending on strength. This study shows that the 18th century Japanese-Korean diplomatic conflicts were resolved by referring to vast documentary basis and finding a compromise when in opposition with Korean.
