Methods: Targeting 105 university freshmen, a set of questionnaire survey and physical strength tests were performed. They were used to make comparison between the following two scales. As a conventional scale, a threestage scale (I. Healthy, II. Somewhat healthy, III. Somewhat unhealthy, and IV. Unhealthy) was adopted, but since there is only one IV person, IV was merged into III for analysis. A new scale, which consists 3 groups was based on a combination of sense of health & sense of lack of exercise, i.e., A group associated with a sense of health & no sense of lack of exercise, B group with a sense of health & a sense of lack of exercise, and C group with no sense of health & a sense of lack of exercise. There were no persons with no sense of health & no sense of lack of exercise. Results: According to the result of comparing the comprehensive health level based on health related indicators and physical fitness test results, it was confirmed that the health order (from healthier to unhealthier) for the three groups on the conventional health scale should be: I (healthier) > II > III (unhealthier). The other three groups on the new scale could be ordered in the same way: A (healthier) > B > C (unhealthier). Physical fitness level and exercise frequency of the highest degree of health (Group A) on the new scale showed higher values than those of the highest health group (I. Healthy) on the conventional scale. Conclusion: From the above results, it was confirmed that the new multi-stage scale based on a combination of sense of health & sense of lack of exercise in this study, as compared to the conventional scale based on the sense of health only, further emphasizes the level of exercises and physical fitness while maintaining the rank of health degree based on health related indicators.
