The political education movement was developed in various locations from the Taishō Period to the early Shōwa Period with the help of intellectuals aiming to enhance the nation’s political knowledge, improve their political awareness. Tazawa, who had also been a Ministry of Home officials, is known as the leader of youth association. Muto is known as an industrial capitalist and is also referred to as a spinning magnate. They both expected that election fraud (cash-for-vote and election interference) would be corrected and that the constitutional government would be properly operated by developing political education for youths and adults via publishing magazines and lectures. The two men share two common traits in their movements. The first is that neither regarded political education solely as education for voters in a narrow sense, but that it was targeted at the entire nation.
