In addition, the factors that make possible for collaborating with single mothers and those who support them are taken into consideration. Mothers and children welfare have a significant influence on the demands of the interest groups in their historic founding process. Therefore, focusing to single mothers’ interest groups is necessary in that considering Children Support Allowance System. In this paper, analyzing “SINGLE MOTHERS FORUM NEWS” which was written by Single Mothers Forum (SMF), the number of articles was organized by year. As for result, the number of articles peaked in 2002, and after dipping to around 5, it rose dramatically in 2007, ending with from 0 to 7 respectively between 2009 and 2018. It has been revealed that single mothers and supporters actively cooperated to make political requests to the national and local governments. It seems that a paramount factor that affects the single mothers’ action is the existence of learning process.
