In this research, the following three questions are addressed: (1) The reason for the construction of a “plant school” at Suzuka-shi, Mie prefecture in Japan after W.W.II. (2) The characteristics of the school buildings and other facilities. (3) After the school’s establishment, the kinds of instructors invited and the purpose of their invitations. This study makes clear the reasons behind the choice of the location for the telecommunications technology training grounds that were mandated by GHQ. A large area was deemed necessary for the training grounds, along with an adequate budget for its establishment. At that time, economic conditions were not optimal. What made the project feasible was the existence of the navy school in Suzuka. This school, developed before the war, already had radio telecommunications technology as well as a vast site complete with structures. Mr.Suteroku Yamada, the leader at the time, was successful in building a new school by renovating the navy school at Suzuka. This kept construction costs down considerably. Additionally, as Suzuka-city had suffered great damage during the war, the citizens hoped that inviting new industry to the region would revive the community and help to promote a peaceful society. At the time, in the beginning the main equipment of the telecommunications school was the telephone. This would be the most important tool for the school regarding the training of phone techniques and skills related to telephone services. The instructors who utilized the equipment and put it into practice were the engineers present at the telecommunication work sites. Invited from all areas of Japan, they created the training content for the school by utilizing hands-on techniques and skills used at their work sites.
