 note = {Since the 2000’s, Japan has witnessed the elimination and consolidation of numerous public schools. In this study, we analyzed related policies in order to determine what underlying structures promoted school integration. Our research discovered that local governments with insufficient funds often chose national options. One alternative suggested to residents was “school consolidation” which was often disclosed without full transparency of the logic behind it. By choosing this option, residents may have merged their schools without knowing the true reasons for the school consolidation, nor the full implications of such a decision.},
