One aspect of the actual situation of supervisor training of the Ministry of Telecommunications was elucidated. (1) It started from a top management bed of organization, and I was making them recognize the importance of the practice. Training within industry for supervisor was put by all supervisors of organization into effect by the multiplier effect. (2) In the past, supervisor training introduced in Japan was confused about the A.T.T. method and the C.C.S. method. That is how this concept has been clarified. The C.C.S. method includes A.T.T. method and management training. (3) The idea was based on the premise that the telecommunications business is constantly facing new challenges, demanding very precision and accuracy, and large.
