The school antecedent to the Practical Girl’s Secondary School attached to the Nara Women’s Higher Normal School was the Nara Municipal Practical Girl’s Secondary School. The Practical Girl’s Secondary School attached to the Nara Women’s Higher Normal School shared the building and teachers with the Elementary School attached to the Nara Women’s Higher Normal School. This paper focuses on the reorganization of the Elementary School attached to the Nara Women’s Higher Normal School and municipal elementary schools in Nara city. And this paper clarifies the process of establishment the Practical Girl’s Secondary School attached to the Nara Women’s Higher Normal School. The results of this paper are as follows: 1) Nara city continued to run the Nara Municipal Practical Girl’s Secondary School, when Nara city abolished other municipal schools. 2) Nara city had to establish more municipal elementary schools for increasing school-aged children and conflicts between Nara city and the Elementary Schools attached to the Nara Women’s Higher Normal School, the Nara Normal School and the Nara Women’s Normal School.
