We begin our discussion by focusing on theoretical developments and these limits in Economics, from the perspective of Institutional Economics (Section 1). We suggest the possibility of there being original mechanisms of autonomous mutual assistance, instead of official aid; formal Social Security Institutions. I present the preliminary results of a joint research where we analyzed questionnaire survey conducted in Cambodia and other three Asian countries (Section 2-3). In brief, our survey results suggest the presence of a kind of private redistribution mechanism in these countries commonly, involving several differences among human relationships or cultural and religious elements.
