| 内容記述 | Economics is a powerful tool, a common language, when we discuss public policy. It is thought that economics, based on standard theory, analyzes various policy issues and derives optimal solutions. However, in the actual public policy scene, policy analysis based on economics has caused various conflicts. This paper takes as an example the cost-benefit analysis of the construction of Kyoto Stadium. Cost-benefit analysis is a common method of assessing social capital investment. This paper clarifies how public policy should be discussed through a cost-benefit analysis. It highlights the problems that can arise from using cost-benefit analysis to justify policy decisions. The problem is a problem that the modem policy science falls into, and also relates to the problem of the intellect of modern science and modern thought. This paper discusses the potential of policy science based on pluralism. | |||||
