Thereby, this article pointed out the characteristics and limits of Manchuria development conducted by Japan from a perspective of water resources. The investigation revealed that the modern water supply projects in Manchuria were almost developed by Japan, which accelerated the urbanization and industrialization process of Manchuria through performing functions of foundational infrastructures. In view of the influences on city life and industry brought by water supply project, Japanese residents and firms benefited a lot from the water supply project. In contrast, the local people profited little from the project.
