I clarify the connection between national policies concerning the controlled economy and the establishment of book distribution companies such as the Japan Publication Distribution Co., Ltd. (Nippai) and Manchuria Book Distribution Co., Ltd. (Manpai). Additionally, I demonstrate that, paralleling national economic controls, important publishing business organizations actively sought to create industry controls.
