In this investigation, characteristics of general administrative fiscal and educational administrative institutions are explored. The analysis reveals that a centralized subsidy administrative structure formed via legislative action from the later 1950s. Subsidy expenditure was not a measure taken to widely promote regional sports, but rather had as an underlying economic intention, what can be described as “targetism.” Due to this targeting, regional sports could not meet the national interest or demand for sports. This research also suggests that during this period, the backwardness of regional sports can be considered one of the main reasons for the expansion and promotion of sports activities through schools.
