The objectives of this research are to evaluate the “effectiveness” of “democracy and human rights” projects and to review the applicability of the Logical Framework Approach （LFA）. Data for analysis will be derived from the LFA evaluation report on Swedish legal assistance projects to Vietnam.  Legal assistance to Vietnam starts with its overall goal on promoting “democracy and human rights”. At the project level, the objective is defined as “strengthening the rule of law”. However, numerous researches have pointed out that it is difficult to evaluate projects defined by such objective, if one chooses to use the LFA. The major cause of this difficulty is the need to look for clarification of objective. By examination of the said report, this paper makes it clear that “indication” and “specification” of objectives are included in the clarification process, but “indexation” does not mean “clarification”.  Besides, the paper also reveals that the nature of Swedish evaluation on legal assistance projects requires that government of the counterpart country also acts as the evaluator to pass judgment on the question of “effectiveness”.
