Laos is considered one of the agro- based LDCs. Most of the population lives in rural areas, and they are mainly engaged in self-sufficient agriculture; some of them are not even involved in the money economy. Due to its environment and limited resources, Laos is not able to compete with neighboring countries in labor intensive industries. It is difficult for Laos to develop its economy by conventional industrialization like East Asian countries. Thus, it is necessary to find alternative ways for improving peoples lives. To support such improvement, many donor agencies have tried to assist income generating activities in Laos. However, it is difficult to ensure sustainability of project achievement after the project period due to lack of a framework of principles of business operation. This paper tries to introduce the idea of community business, which offers a framework of principles of business operation, to these income generating activities. The analysis has been made based on field research in two villages in Laos, and examines the effectiveness and ways of introducing community business schemes into income generating activities for poor people. It is found that the community business framework makes these income generating activities more effective and sustainable. Also, using this framework, make it possible to provide effective assistance with less budget and human resources.
