By examining in detail this new approach under the framework of bilateral assistance, this study provides evidence of some of the principal characteristics and effectiveness of this aid. The paper also attempts to analyze the background of such an approach, some limitations, and the challenges towards effective implementation. The two regional cooperation projects implemented in the Greater Mekong Subregion under this approach are examined by using the concept of global public goods(GPG), which addresses the issue of the relationship between development assistance and the transboundary issues. It is found that the current approach produces limited impact in view of its supply of GPG and facilitation of regional cooperation.
