Barangay is the name of the native organization that existed in pre-Spanish era, and was revived by Marcos under Martial law in 1970’s. This paper tries to show how the Philippines local society was formed and transformed through discussion on function of barangay. The author classified the barangay function into two: Formal Function and Informal Function. The one is the function as a smallest political unit and provided in the law. The other is traditional and social function. The barangay has formal function to maintain all aspects of local life such as; to keep well-being of residents, maintain of infrastructure, health & sanitation, protection of the environment of local society, keep peace and order of community, gathering fund for activities. The captain and officials of barangay plays an important role to help residents and support community so informal function is still active. The Philippine local society was not cohesive and the establishment of the barrio(former association of barangay) and barangay brought cohesiveness of local society. The function of barangay has been changing into formalized, and the organizational characteristic of barangay has been becoming more local government.
