regional income inequality between the eastern coastal and western inland belts. Today, regional inequality has become one of the major concerns of the government as it may threaten both national unity and social stability. First, this paper measures and examines the trend of China’s regional income inequality after the economic reform in 1978. All three measures, Coefficient of Variation, Theil-Index, and Gini Coefficient, indicate that the disparity in China’s provincial per capita GDP increased after 1990. The Theil decomposition of the total inequality into between-belts and within-belts (i.e., between-provinces in each belt) shows that the inequality between the eastern and western belts has contributed to national inequality since 1990. Second, this paper analyses the relationship between public investment allocation and regional income inequality. The concept of “Capital Construction Investment” by the government is used here as the proxy for public investment. Through regression analyses, based on the data from 1978 to 1997, it was found that the lower GDP growth of the western belt can be clearly explained by the slow accumulation of Capital Construction Investment.
