The educational level of Gansu Province is considered to be low in a sense that it has the low share of tertiary education graduates and the high shares of primary education graduates and illiterates people in workforce. The heavy and chemical industry is relatively important in Gansu Province because of its abundant natural and energy resources. Gansu Province is one of lowest per capita GDP provinces in China The private enterprises is not well developed in Gansu Province, which is common among provinces in Northwest China. In general, the average wage rate of the other economic units including foreign funded units is highest, and that of state-owned units follow. In the case of Gansu Province, however, that of state-owned units is highest, which indicates that state-owned enterprises are dominating in urban sectors of Gansu Province. In rural areas, it should be noted that the average per capita net income of agricultural family is very low. Gansu Province is facing with two important issues in term of labor market. The first issue is the low levels of income of agriculture workers in rural area. The second issue is the high rate of laid-off workers in urban areas.
