To examine these points, this paper focuses on the case of Pakhasubdistrict in Thawanpa-district. In 1990’s the villages of Phaka-subdistrict began to seek their own history and culture, and to display their culture to outsiders in the context of the movement of cultural reformation in whole country. Phaka-subdistrict consists of several Tai groups who migrated as captives from several places in the middle reaches area of the Mekhong river the 19th century. After the Cold War, some of them began to contact their home places across the border. To understand their cultural reformation, it should be examined it in the context of their historical background. In Thawanpha-district a few key persons play important roles in several organizations for rural development including cultural reformation. They are mostly found in Phakasubdistrict. The democratization of local areas in Thailand is based on the human networks between the public and private sectors.
