In 1975, the genocidal Khmer Rouge led by Pol Pot came to power and virtually destroyed Cambodian people, culture, and education. After more than ten years of slow rebuilding with only Soviet block of help, the United Nations intervened resulted in the Paris Peace Accord in 1992 and created the conditions for general elections in May 1993, which led to the formation of the country’s current government. Since then, international assistance from all over the world has been playing an important role in education development in Cambodia. The number of education projects has been increasing up till 400 by the year of 2000 and 71.2% of total education budget in 2000 were either granted or loaned by international donors. Education development has always been a highly political field of activity. It has always been influenced by political consideration and strategies of donor governments and organizations and has driven by a policy of educational reform of recipient countries. In this paper, I described what hidden political purposes were behind each donor when they implemented projects in Cambodia. For this, three donors were analyzed being categorized as a funding agency, a practicing agency and NGO. This paper regarded Australian Agency for International Development; AusAID as a funding agency, Care International in Cambodia as a practicing agency and Shanti Volunteer Association as an international NGO.
