The concept and the approach are expected to underpin the development policies for "growth accompanied by poverty reduction". However, the results from the growth-poverty empirical analyses are not easy to be translated into specific policies for a developing country, since the studies mainly depend on the conclusion from the cross-country analyses and at the same time less focused on the exploration of mechanisms that connect development policies and poverty reduction. This paper critically reviews the pro-poor growth studies since the late 1990s and identifies the issues when we apply the approach in practice.
