After the 73^rd Amendment of the Indian Constitution, every state's legislations came to provide for establishment of Gram Sabha and powers and functions of them. Through comparison of these legislations, it can be pointed out that procedural provisions (e.g.quorum, person who convene meeting) are similar to each other. However, provisions relating to functions and powers of Gram Sabha are different among state legislations. States like Madhya Pradesh, Rajasthan, which involve Scheduled Areas in their territories, provide more detailed functions rather than the other states. This difference is supposed to be caused by influence of PESA: Panchayat (Extension to Scheduled Areas) Act. The other dynamics on the panchayat legislation are establishment of Ward Sabha, which is an assembly in constituency of Gram panchayat member. This may shows state government's attitude to utilise community for effective local development.
