 note = {Despite considerable effort and expenditure on disaster planning and disaster management, levels of disaster preparedness remain low. Over the past half century, a considerable number of studies have been conducted on the victims' behavior during and after a disaster, yet little has been determined about the motivation behind disaster preparedness. The purpose of this study was to examine the essential factors behind disaster preparedness. In the first part of this paper, psychological research dealing with disaster was overviewed from four perspectives. Then a discussion on the social cognitive and emotional factors which motivate people to prepare against disaster was conducted.
