The national forest land use for recreational enterprises (NFLURE) program provides an opportunity to promote the tourist industry regionally. From a historical viewpoint, national forest management (NFM) and local interest groups have been deeply involved with each other in many ways, and these mutual relationships have changed according to the demands of the times. The current relationship, as mediated by NFLURE, can be regarded as simply the latest of these changes. The main goal of this study was to investigate the process of transition of recreational enterprises in national forests on the basis of the points mentioned above and to clarify the present state of NFM and the relationship between NFM and local society.
