However those make little progress. Why is the technology transfer from Japan to the foreign counties making such a slow progress? What is the biggest bottleneck? How can we overcome the bottleneck? In this paper, we study to answer these questions by surveying the brief the history of energy saving technology progress and its characteristics in Japan.
