To maintain such high rate of economic development and become an industrialized country by 2020, Vietnam has been positively executing economic reformation nationwide. The financial sector reform is ons of the most important issues. Presently, as only few introductions of the Vietnam's financial system are available in Japan, hence in this research, I present the current situations and issues of the Vietnam's financial system. The current biggest issue is the serious shortage of capital for development, caused by the rapidly increasing need of capital and the economy's low rate savings. In light of “Promoting internal resources for country development,” the Vietnamese government, aiming to  resolve the capital shortage issue, decided ti develop “Postal Saving Service” to attract idle funds of the country, and established the Vietnam Postal Services Company in 1999. My analysis revealed that the purpose for establishing the Vietnam Postal Savings Services Company were definitely attained to far. However, there remain a few issues to be resolved.
