The concept of Gakkou Dukuri, conceived in the 1950s, proposed that the curriculum should be decided by individual, its parents and committees, who participate in the curriculum-making process.  In 1970s, in Japan, the Constitution, along with the Fundamental Law of Education was re-interpreted by the people. The action, in turn, influenced the trend that followed, in particular, the interpretation of Article 10 of the Fundamental Law of Education. Considering this background, we can better understanding how the local residents' campaign gained force.
