After the triumph of the 1906 election, the Liberal Government, pursuing a policy of social reform, was confronted with the obstructive action of the House of Lords, which, by wielding a veto, rejected or mutilated important Liberal measures passed by the House of Commons. Faced with the crisis of the Liberal Government, Hobson proposed to introduce the referendum into the English Constitution. His scheme of referendum was moulded upon that of Switzerland. The Swiss democracy was drawing the attention of Hobson and H.D.Lloyd, who had investigated the working of economic and political power of the American Trusts exercising absolute control over markets. For Switzerland, without carrying out a policy of territorial expansion, concentrated her energy on her internal resources, developed various institutions of direct democracy, and fastened a sense of responsibility upon the minds of the citizen-voters by stimulating their participation in the acts of government.
